Overview

GORCA Space and Communications is a privately held aerospace services corporation with principal offices in Moorestown, New Jersey. Charles R. Horton, a former long-term employee of RCA Astro Electronics and its successor, GE Astro Space, is the owner and president.

GORCA initially began providing professional engineering services to aerospace Customers in 1988. Key staff and associates were initially recruited from the best technical talent from more than 400 professionals from RCA’s aerospace divisions who took the RCA early retirement option after the GE acquisition of RCA. GORCA’s capabilities have continued to grow, with key talent additions occurring after GE’s sale of its aerospace group to Martin Marietta, and then Martin Marietta’s merger with Lockheed. As the aerospace market grew in the 1990s, GORCA’s business expanded and its reputation spread, with key professionals from other organizations and backgrounds joining its staff of Associates. Today GORCA’s staff of employees and Associates includes highly skilled people from both aerospace prime contractors and satellite/system operators.

By 1997, GORCA was providing not only aerospace support and consulting services, but through the application of aerospace technologies and management techniques, had also ventured into non-aerospace efforts such as medical imaging systems. In order to pursue each of these varied opportunities, GORCA restructured in 1998 into two independent companies, with GORCA Space and Communications focusing on space-based services, and GORCA Technologies focusing on non-aerospace related efforts.

GORCA Space and Communications today consists of a highly skilled staff of employees and Associates, with the ability to provide its Customers with virtually any aerospace or telecommunications expertise in space, ground or network system development, design or production. Professional Services

GORCA Space and Communications has successfully provided a broad range of management and technical expertise for space, ground and network systems to commercial and government clients, both domestic and international, for 10 years. Management Consulting

GORCA provides a wide range of expertise in management from strategic and market development and planning to operational organization. Our professionals have the management experience and background to approach problems from an overall business strategy perspective and to develop detailed operational plans for implementation. GORCA professionals can analyze current strategies and operating plans, providing an assessment of their effectiveness, identifying existing and potential problem areas, and recommending enhancements to make your business more effective and efficient. In addition, GORCA can help you make a smooth, cost-effective transition to revised strategies and operational plans. We understand the importance of the interrelationships between functional, organizational and business unit structures, and the implications of new and revised technical and operating procedures on these relationships.

When it comes to establishing and managing a modern aerospace manufacturer or system, GORCA has the resources, experience and knowledge to make expert evaluations and recommendations. From studying user requirements for services, to planning and designing satellite systems, GORCA management experts utilize their tested and proven project management methodologies. GORCA management experts, working in conjunction with Customer management, will assist in any area of management support required, from developing a basic project plan to developing the requisite organization and tools necessary to manage any aerospace project. GORCA can also provide project monitoring and interim evaluations from start to finish.

GORCA can perform detailed organizational studies, and recommend tools, methodologies and procedures for optimal operations management. GORCA can help companies address organizational issues including the performance and cost implications relative to the following areas:

Advanced Programs

The success of a program is tied to identifying the services and requirements which support the Customers’ business needs, and then selecting the appropriate contractor(s) to supply the system hardware, software, civil works and operations services. GORCA provides a wide range of expertise in management and engineering for supporting these early program phases. Some of our advanced program efforts include national communications architecture studies for various countries; worldwide strategic and tactical communications studies for the US Government; system conceptualization and requirements definition, request for proposal (RFP) preparation and evaluations; and contract negotiations support.

GORCA can conduct communications needs and systems architectural studies, perform technical/business plan trades, study alternative services for applications of transponders, and provide assistance for ITU/FCC filings. GORCA can provide the technical assistance to a Customer during the establishment of investment, financing and insurance, from preparing presentations to answering system performance and risk queries.

GORCA can develop or support the preparation of the program requirements, plans and procurement documentation (technical and contractual) necessary for the procurement of a space-based system. This documentation includes master program plans consistent with a business plan and specific communication needs, systems and operations requirements and technical specifications for space, ground, network and user terminals, system test and acceptance requirements, statements of work, contract terms and conditions, and product assurance and quality plans. GORCA can also prepare requests for and/or evaluate contractor proposals.

Another essential part of the procurement for a space-based communications system is the contract negotiations with the selected contractor(s). Today’s aerospace prime manufacturers are moving to established product lines, and successful contract negotiations are dependent upon balancing the needs of the Customer with the performance of the product line being offered. GORCA can provide the necessary and experienced management and technical support during these negotiations.

Program Consulting

Another very important element of a space-based program is the procurement phase. It is generally this phase that determines the ultimate success of the program, from the technical, cost and schedule performance perspective. GORCA’s unique approach during this phase is to achieve a value-added benefit by focusing on the success of the project. In this manner, the curiosity, confidence and caring of experienced GORCA personnel leads to successful project conclusions in which all parties (Customer and contractor) win.

GORCA can provide experienced management and technical consultation, either as an integrating contractor, contractor monitor and/or providing technical expertise in specific areas. Areas covered include overall project management, product assurance, contract administration, design reviews (component, subsystem, system), manufacture of components (process, fabrication, test), integration and test of subsystems and systems, installation and acceptance of the ground system, launch and checkout of the satellite and system. GORCA staff and Associates also have experience in the design, interface and integration of today’s commercially available launch vehicle’s, and the conduct of launch campaigns and mission operations. Support is available in all technical and management disciplines, and GORCA can define a monitoring/ consulting plan to match the maturity of the program as well as the Customer’s budget. GORCA can also perform independent analysis at the part, component, subsystem or system level to confirm contractor conclusions if needed.

Contract Engineering

Many aerospace manufacturers often find themselves in the position of having peak workloads that do not match the skilled resources available. By contracting this work to an experienced firm such as GORCA, contractors can avoid costly schedule slips and technical performance issues that may arise from either delaying the effort, overloading their existing skilled resources or using inappropriately skilled workers. The depth and experience of GORCA’s staff and associates provides for a proper match of skills and experience for the job at hand.

Technical disciplines cover a wide range of satellite, launch vehicle, ground and network equipments, plus associated space disciplines. GORCA’s offices allow for work to be performed at either GORCA or Customer facilities.

Charles R. Horton

President

Over 32 years of program management, business area management, systems engineering, product and systems development experience. Prior to forming GORCA, he held a number of top management, engineering management and design engineering positions at RCA’s aerospace and commercial/ consumer electronics divisions. Mr. Horton is an experienced and respected leader in a wide range of R&D projects, spacecraft systems, state-of-the-art analog and digital recording, remote sensing and reconnaissance systems, image processing / display systems, electro-mechanical and electro-optic products and subsystems, consumer product development, and manufacturing operations. His expertise also extends to program and business management.
